Ninety per cent of pupils gained level 4 or above in both English and maths – higher than any other borough in the country.
The results are also three percent higher than last year.
The borough also had the highest percentages of pupils achieving the top grades, with 59 percent gaining level 5 or above in English and 61 percent in maths.
Cllr Paul Hodgins, Richmond Council Cabinet Member for Schools, said: "These are fantastic results, confirming that borough-wide, our schools are performing better than anywhere else in the country.
"My congratulations go to the pupils, teaching staff and governors for their achievements."
"I would also like to thank local parents for the huge amount of time they put into their children's education; it is what makes the crucial difference to our schools' success and marks our borough out from the others."
